The Waterloo Street Department has closed the flood gates at Fletcher Avenue due to the rising water at Black Hawk Creek. Forecasted water levels are predicted to rise to 14.8 feet Tuesday, which will result in minor flooding. City officials say the flood gates will remain closed until the water recedes.
